HC cracks whip on laxity in district judiciary, mandates strict adherence to office timings

JAMMU, Apr 23: The High Court of Jammu & Kashmir and Ladakh has directed all officers and officials of the district judiciary in the Union Territories of J&K and Ladakh to strictly adhere to prescribed office timings, warning of serious action in case of violations.
In a circular issued by Registrar General M K Sharma, the court noted instances of non-compliance with existing instructions, observing that some officers and staff were functioning in a casual manner and not adhering to fixed office hours.
The circular highlighted that in several cases, officials were leaving offices even while presiding officers were still in court, adversely affecting the smooth and timely disposal of judicial work.
To enforce discipline, the High Court directed strict compliance with office timings as prescribed under Order No. 1638/NG dated May 22, 2020.
It stated that no officer or official shall report late or leave early, and under no circumstances should anyone leave office while the presiding officer is still in court without prior permission.
The circular further barred officers and staff from leaving their seats or offices during working hours without prior approval from the controlling officer.
The High Court also placed responsibility on controlling officers to ensure that all officials discharge their duties diligently so that court work does not suffer.
Emphasising strict enforcement, the circular warned that any violation of the instructions will invite serious action under the relevant provisions of law.
