Govt orders major reshuffle of JKAS officers

Jammu, Apr 30: The Jammu and Kashmir government on Wednesday ordered a major administrative reshuffle, transferring and posting a large number of Jammu and Kashmir Administrative Service (JKAS) officers with immediate effect, officials said.
According to Government Order No. 855-JK(GAD) of 2026 issued by the General Administration Department, Hafiz Hamid Khan, JKAS, Member, J&K Special Tribunal, has been transferred and posted as Secretary in the Jal Shakti Department, while SmitaSethi, JKAS, Commissioner, Food and Drug Administ-ration, J&K, has been posted as Managing Director, J&K Housing Board.
Manzoor Ahmad Qadri, JKAS, Vice-Chairman, Lakes, Conservation and Management Authority, J&K, has been posted as Managing Director, J&K Financial Corporation, while Mohammad Rafi, JKAS, Vice-Chairman, Srinagar Dev-elopment Authority, has been appointed Director General, Youth Services and Sports.
Shahbaz Ahmad Mirza, JKAS, Mana-ging Director, J&K Housing Board, has been transferred and posted as Member, J&K Special Tribunal, and RubinaKousar, JKAS, Director General, Libraries, J&K, has been posted as Mission Director, ICPS/Vatsalya.
Mushtaq Ahmad, JKAS, Additional Commissioner in the office of Divisional Commissioner, Jammu, has been posted as Director, Estates, J&K, while Mukhtar Ahmed Chowdhary, JKAS, Secretary, J&K Advisory Board for Development of Gujjars & Bakerwals, has been transferred to the General Administration Departm-ent awaiting further orders.
Nawab Din, JKAS, Custodian General, J&K, has been posted as Special Secretary in the ARI and Trainings Department, and Mohammad ShahidSaleem Dar, JKAS, Director, Hospitality and Protocol, J&K, has been appointed Managing Director, SIDCO, in addition to holding charge of Managing Director, SICOP.
Mufti-M-Farid-ud-Din, JKAS, Additional District Development Commissioner, Kupwara, has been posted as Director, SKICC, while Gulzar Ahmad Dar, JKAS, Special Secretary to the Government, Planning, Development and Monitoring Department, has been appointed Additional District Development Commissioner, Kupwara.
Ravi Shanker Sharma, JKAS, Special Secretary to the Government, Department of Disaster Management, Relief, Rehabilitation and Reconstruction, has been posted as Special Secretary in the Agriculture Production Department, and Reyaz Ahmad Wani, JKAS, Special Secretary to the Government, Science and Technology Department, has been appointed Director, Rural Development, Kashmir.
Mohammad Younis Malik, JKAS, Special Secretary to the Government, Power Development Department, has been posted as Director, Entrepreneurship Development Institute, J&K, while SubashChanderChibber, JKAS, awaiting orders of adjustment in the General Administration Department, has been posted as Special Secretary to the Government, General Administration Department. Khursheed Ahmad Sanai, JKAS, Additional Secretary to the Government, Social Welfare Department, has been posted as Secretary, J&K Services Selection Board, and Raj Kumar Katoch, JKAS, Administrator, Associated Hospitals, Jammu, has been appointed Special Secretary to the Government, Planning, Development and Monitoring Department.
Rifat Kohli, JKAS, awaiting orders of adjustment in the General Administration Department, has been posted as Special Secretary to the Government, Housing and Urban Development Department, and Nagendra Singh Jamwal, JKAS, Special Secretary in the office of Chief Secretary, has been appointed Director, Floriculture, Jammu.
The order further states that several other officers, including Pankaj Raj Katoch, Pawan Kumar Sharma, Tassaduq Hussain Mir, Narinder Khajuria, Shabir Hussain Bhat, Ashwani Kumar Khajuria, Suraj Parkash Rukwal and Sham Lal, have also been transferred and posted to key positions across departments.
A large number of mid- and junior-level JKAS officers have also been reshuffled and assigned new postings in departments such as revenue, education, industries, health, social welfare and rural development. Officials said the reshuffle is aimed at streamlining administration and improving governance across the Union Territory.
