DB directs immediate supply of anti-haemophilia drugs at GMC Srinagar

JAMMU, Jul 14: The High Court of Jammu & Kashmir and Ladakh has directed the authorities to immediately ensure the availability of life-saving anti-haemophilia medicines, including Factor VIII and Emicizumab, at Government Medical College (GMC), Srinagar, so that no patient suffers due to the shortage of essential treatment.
The direction was issued by a Division Bench of Acting Chief Justice Sanjeev Kumar and Justice Mohd Yousuf Wani while hearing a Public Interest Litigation (PIL) filed by the Hemophilia Society of Kashmir through its president.
The petition highlighted the continued shortage and irregular supply of clotting factor medicines at government health facilities, particularly the Day Care Centre at SMHS Hospital, Srinagar. It submitted that any delay in the availability of these medicines could expose haemophilia patients to uncontrolled bleeding, permanent disability and life-threatening complications.
Senior Advocate T.H. Khawaja, assisted by Advocate Naseer-ul-Akbar, appearing for the petitioner, informed the court that an acute shortage of Factor VIII and Emicizumab at GMC Srinagar was affecting nearly 300 haemophilia patients who depend on the government facility for treatment.
Taking note of the submission, the Bench directed the Principal, GMC Srinagar, to immediately address the shortage. It further ordered that if a requisition for the medicines had already been made, the J&K Medical Supplies Corporation Limited or any other authority responsible for procurement and supply should ensure their availability without avoidable delay.
The court also directed the Principal, GMC Srinagar, to file an affidavit within two weeks detailing the measures taken to restore and maintain the supply of the essential medicines.
The respondents have been granted four weeks to file their response to an additional affidavit submitted by the petitioner. The matter has been listed for further hearing on August 10, 2026.
Senior Advocate T.H. Khawaja, assisted by Advocate Naseer-ul-Akbar, appeared for the petitioner, while Ms Maha Majeed, assisting counsel appearing on behalf of Senior Additional Advocate General Mohsin Qadri, and Government Advocate Waseem Gul represented the respondents.
