Omar seeks constructive debate in J&K Assembly, highlights flood relief, electrification works

Srinagar, Sep 21: Chief Minister Omar Abdullah on Monday called for meaningful debate and constructive deliberations during the seven-day autumn session of the Jammu and Kashmir Legislative Assembly, while informing the House about relief measures for flood-affected families in Rajouri and ongoing electrification works in Kupwara.
The autumn session began on a stormy note, with the opposition BJP raising various public issues, while treasury benches raised the demand for restoration of Jammu and Kashmir's statehood.
In a post on X, the Chief Minister's Office said the session would provide an opportunity for meaningful debate, constructive deliberations and discussion on issues concerning the welfare and aspirations of the people.
Replying to a question by Rajouri MLA Iftikhar Ahmed during Question Hour, Omar, who also holds the Disaster Management, Relief, Rehabilitation and Reconstruction portfolio, said 149 family-wise cases relating to damage caused by flash floods and landslides had been received by the Rajouri district administration.
He said Rs. 40.61 lakh had been disbursed to affected families of Rajouri constituency under SDRF norms, while Rs. 2.81 crore released from the Chief Minister's Relief Fund had also been distributed among affected families.
A proposal for permanent restoration of 403 roads and bridges in Rajouri district has been prepared at an estimated cost of Rs. 185 crore, he said.
Damage to power infrastructure in Rajouri district was assessed at Rs. 27.99 crore, including Rs. 9.39 crore in the Rajouri constituency. Temporary power supply was restored through an Emergency Restoration System tower on the 132 KV Rajouri-Draba transmission line, while tendering for permanent restoration is under way.
The Chief Minister said damaged roads, bridges, water supply and power schemes had been temporarily restored within a month, while detailed project reports for permanent restoration were under consideration.
On agricultural losses, he said maize crops over 416 hectares suffered 15 per cent damage, while paddy over 101.50 hectares suffered 65 per cent damage during Kharif 2026.
Responding to a starred question by MLA Mir Mohammad Fayaz, Omar said electrification works covering 29 habitations and 1,936 households in Kupwara district were under implementation under the Revamped Distribution Sector Scheme.
Letters of Award have been issued for works worth Rs. 14.74 crore covering 10 blocks, while work has commenced in 10 habitations spread across five blocks, with around Rs. 86 lakh spent so far.
The Chief Minister said the remaining un-electrified households would be covered under the sanctioned action plan, with completion targeted by October 2027. He said Rs. 3.68 crore had been released for Kupwara district during the current financial year and no sanctioned funds had lapsed.
