Gupta questions reported differences within Election Commission over electoral rolls

Jammu, Sep 23: Jam-mu and Kashmir National Conference Provincial President Rattan Lal Gupta on Wednesday expressed concern over a media report regarding objections reportedly raised by Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi over aspects of electoral-roll revision and functioning of the Election Commission of India.
According to a report published by The Indian Express, the two Election Commissioners had reportedly recorded objections on at least 14 occasions over a 10-month period concerning matters including addition, deletion and restoration of names in electoral rolls, changes to Form 6 and management of electoral-roll databases.
Gupta said any questions concerning the electoral-roll process warranted transparency and a clear explanation, as electoral rolls determine the eligibility of citizens to participate in elections.
He said issues relating to the inclusion and deletion of names should be handled strictly according to law, with eligible voters given an opportunity to have their names included and affected persons provided due process for raising objections.
"If two members of the three-member constitutional Election Commission themselves record that important decisions were taken without their knowledge or approval, the country deserves a complete explanation," Gupta said.
He called upon the Election Commission to make relevant records concerning the reported objections public and sought a technical and legal review of electoral-roll software and the procedures governing voter registration, deletion and restoration of names. The Election Commission, however, has said that individual views or observations of its members do not amount to institutional dissent and maintained that all decisions, including those concerning the nationwide Special Intensive Revision (SIR) of electoral rolls, were taken unanimously with the approval of all three members.
