Assembly passes five Bills, Omar withdraws two salary-related Bills

SRINAGAR, Sep 29: The Jammu and Kashmir Legislative Assembly on Tuesday passed five Bills moved by Chief Minister Omar Abdullah, covering municipal governance, ease of doing business and living, taxation, pension benefits for legislature members, and rationalisation and decriminalisation of offences.
The Assembly also approved the withdrawal of two Bills relating to salaries and allowances of ministers and Members of the Legislature after objections were raised by BJP members.
The five Bills passed by the House were introduced by Omar Abdullah on September 24 and 28 and were taken up for consideration and passage during the ongoing Autumn Session.
The Jammu and Kashmir Municipal (Amendment) Bill, 2026 (L.A. Bill No. 10 of 2026) was moved by Omar Abdullah in his capacity as Minister in charge of Housing and Urban Development.
As Minister in charge of Law, Justice and Parliamentary Affairs, he moved the Jammu and Kashmir Ease of Doing Business Bill, 2026 (L.A. Bill No. 11 of 2026). The legislation seeks to consolidate and amend existing provisions with the stated objective of replacing permission-based controls with rule-based governance and promoting ease of doing business and ease of living.
The Bill also seeks to facilitate investment, employment generation and long-term economic growth in Jammu and Kashmir.
In his capacity as Finance Minister, Omar Abdullah moved the Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2026 (L.A. Bill No. 12 of 2026), proposing amendments to the Jammu and Kashmir Goods and Services Tax Act, 2017.
The House also passed the Jammu and Kashmir State Legislature Members' Pension (Amendment) Bill, 2026 (L.A. Bill No. 15 of 2026), moved by the Chief Minister as Minister in charge of Law, Justice and Parliamentary Affairs. The Bill seeks amendments to the Jammu and Kashmir State Legislature Members' Pension Act, 1984.
The fifth legislation was the Jammu and Kashmir Decriminalisation and Rationalisation of Offences Bill, 2026 (L.A. Bill No. 16 of 2026). It seeks to amend specified enactments to rationalise and decriminalise certain offences, with the stated objective of promoting ease of living and ease of doing business, besides repealing certain enactments.
Omar withdraws two salary Bills
Earlier, Chief Minister Omar Abdullah withdrew two Bills seeking amendments related to the salaries and allowances of ministers, Ministers of State and Members of the Jammu and Kashmir Legislature.
The withdrawal followed objections raised by BJP members in the House.
The Bills were the Jammu and Kashmir Ministers' and Ministers of State Salaries (Amendment) Bill, 2026 (L.A. Bill No. 13 of 2026) and the Jammu and Kashmir Salaries and Allowances of Members of the State Legislature (Amendment) Bill, 2026 (L.A. Bill No. 14 of 2026).
Responding to the objections, Omar Abdullah said there was no dissenting note in the House Committee that had recommended the proposed revision in salaries and allowances.
He also said he had not personally favoured the proposal and stated that if any member opposed it, he would withdraw the legislation. The House subsequently approved the withdrawal by majority.
The legislative business came amid a politically charged Autumn Session, during which the Assembly has also witnessed sharp exchanges between the ruling National Conference-led government and BJP members over several issues.
